At the Governor’s signing ceremony in 2008, the formula that would lead to Choice Centered Medicaid was instituted. The new law called for the reinvestment into Medicaid of all the savings generated from the transitioning of people out of institutionalized care back to their homes. Instead, the savings was diverted to the deficit.
